Technology

Mark E. Russell leads Technology & Global Engineering for Raytheon Technologies. He guides the company’s overall technological vision and strategy, including its engineering operations and its investments in research and development.

Russell, who has a background in electrical and computer engineering, has extensive technological leadership experience in aerospace and defense. Most recently, he led the Engineering, Technology & Mission Assurance organization for Raytheon Company prior to its merger with United Technologies Corporation in 2020. Before that, he was vice president of engineering at Raytheon Integrated Defense Systems, and he has worked in design engineering, operations, field testing and project and program management for multiple state-of-the-art radar, communications and missile systems.

Russell has published 16 peer-reviewed papers and holds 36 patents in the areas of microwave and millimeter wave components, high-range resolution radar applications and missile seekers.

He was elected to the National Academy of Engineering in 2020 for his leadership in developing radar systems for enhanced national security and safety. He has been appointed to the Defense Science Board and has been named a fellow by both the American Institute of Aeronautics and Astronautics, and the Institute of Electrical and Electronics Engineers.

Russell serves on the boards of trustees for Worcester Polytechnic Institute and the Joslin Diabetes Center, and he is a board member and past chairman of the National Action Council for Minorities in Engineering.

He holds a master’s degree in electrical and computer engineering from the University of Massachusetts Amherst, a bachelor’s degree in electrical engineering from the University of Massachusetts Lowell and an honorary doctorate in engineering from the University of Massachusetts Amherst.
